Summary: | Managing competencies within a workforce is important for delivering
successful organisational outcomes and gaining an understanding of the
abilities of the employees. Co-created with current and potential users,
this Competency Profiling Guidebook provides a parameter for
competency profiling that is both grounded in reality and open to the
future in the context of organisational transformation. The Leadership
Institute, in collaboration with the University Malaysia Sarawak (UNIMAS),
organised this guidebook with the aim of cultivating the culture of
identifying the competency needs, assisting continuous development,
and professionalising civil servants to deliver responsibilities effectively
and enhance efficiency.
This guidebook is written as an application-focused reference for novice
and expert profilers in the public service, marking a paradigm shift
towards a more structured and exhaustive approach to capacity
development. It will assist profilers in envisioning definite and coherent
competency requirements to enhance various human resource functions,
particularly in areas such as Performance Management, Succession
Planning, Talent Management, and Career Progression. To reflect the
changing nature of jobs and remain flexible to diverse career pathways,
the guidebook will constantly undergo review based on the nature and
requirements of future roles. Thus, this guidebook is a living document and
is subject to change as and when required. |
