While success measurement in traditional procurement approaches is relatively straightforward, PPPs, due to their multifarious nature, require more rigour in establishing the explanatory factors and evaluating the extent of their contribution in influencing the success of PPP projects. Using Structural Equation Modelling (SEM) approach, this article developed a conceptual framework for evaluating the success of PPP projects. The framework should assist policy makers both in the public and private sectors in objective evaluation of the success of PPP projects.
