The level of institutionalization that was exposed to the society can be measured by some characteristics such as standard of living, behavior, and moral values, ideologies that creates evolution, homogenization and reformation. What if these are applied to the institutionalization process in the Halal industry? Do they exhibit the same process like society does? This paper will discuss about the evolution and progress of halal industry in Malaysia and Thailand. A comparative study approach had been used and ·the data were collected through library research and interview from selected experts. The main findings indicate that the institutionalization of the halal industry shows improvement in terms of the organization, functions, halal standard, law and regulation, laboratory and research center and community acceptance.
