The great flood that occurred in Malaysia has revealed a lack of recognition and safety procedures in handling and locating victims including people with disabilities and the elderly. Most of the emergency shelter was identified non universal and inaccessible. The research gaps identified on existing facilities are lacking in privacy, safety and security. The methods of data collection will acquire the primary data which will be obtained from interviews, observation, video recordings and questionnaire. Secondary data will be obtained from literature, internet and other related agencies. Data will be analysed in order to identify the level of user perception, acceptance of users and relevance of using caravans and mobile homes for shelter relief centre in Malaysia.
