This paper aims to identify and examine the relationship between strategy and implementation in the formation of student outcomes among religious secondary schools. A quantitative survey method was applied, the relationship was tested with a sample of 368 students from religious secondary school. The findings indicated that there are a significant positive relationship and large effect between strategy and implementation. This finding is expected to be a reference for researchers to study replication in different contexts to develop students equally.
