All the standards are described in (SGM) are only improving student learning by directly focusing on quality teaching practices and not focusing on the knowledge and communication skills of teachers. A multiple-case study is selected to describe the issues surrounding the practice of communication skills, professional quality teaching standards and high performing schools, and the contextual factors that influence their performance in promoting culturally responsive teaching and learning. This approach will be adopted for it is intensive, provides holistic description, and allows space for the exploration of the use of SGM at high performing schools within its real-life context. The taxonomy, a support of the Standard Guru Malaysia (SGM) of High Performing Schools is needed to fit the aim of the Ministry of Education in general and the Malaysia Education Blueprint 2013-2025 in particular. With the taxonomy, competency-based selection criteria and enhanced succession planning processes were taken into consideration. By developing the taxonomy, it is hoped that there are clear benchmarks for identifying and describing effective communication skills in quality teaching standards and high performing schools.
