Summary:The last decade or so has seen renewed interest on the part of policy makers from successive governments in Mauritius, a small island state. They have constantly emphasized the importance to the economy, of the set up and development of small businesses. This policy interest in broad terms underpins the potential of small businesses to the economic and social development of the nation. However, many entrepreneurs or would-be entrepreneurs report that they encounter several problems in the initial stages of launching their businesses. Therefore, there is a need to understand why people set up their businesses and in parallel identify the main problems that they face especially at start up. Thus, the aims of this study are to examine the reasons behind small business formation and the difficulties faced by entrepreneurs in the initial stages of business formation. A qualitative approach of data collection has been conducted with fifteen entrepreneurs. The findings are expected to help policy makers as a basis for devising appropriate support programmes to facilitate and encourage more people in Mauritius to start-up their own businesses and by so doing achieve the vision of the government to have more business start-ups in Mauritius. The study is also expected to add to the literature on small businesses in the field of small business formation in developing countries.
