After the fall of political regime in 2003, Iraq adopted federalism under the constitution of 2005. However, there are problems in the distribution of powers under this constitution such as lack of clarity and overlap in powers. The data had been collected through secondary sources, examining the contribution of the scholars in this field had been attained. A conclusion and implications of the study are presented accordingly.
