Mobile technology that serves as channels for accessing government services has been the critical concerns by many government organizations. In developing countries, where internet access rates are lower but mobile phone penetration is growing rapidly, exploiting mobile technology is considered as optimal option to provide service and information governmental to their citizens. Iraq is one of developing countries is trying to implement m-Government services for their citizens. Due to numerous issues and barriers such as inefficient infrastructure, lack of characteristics quality, conflicts issues, and financial issues, this initiative is still not complete yet. Moreover, using m-government services in Iraq faced several of the challenges and also the failure rate of the use m-government services among the developing countries is considered high because there is a gap between the design and the reality. Consequently, highlighting the factors that may affect m-government success among citizens is crucial. This study aims to propose a path model for m-government success among citizens based on the former studies of evaluation information systems success and various theories related to this phenomenon. As a future work, this model will be validated through distributing questionnaires among rural residents to rank the significant critical factors that effect on m-government success among rural residents.
