With the high demand for oil palm globally, it has influenced governments, state governments, GLC and private companies to actively participate in oil palm cultivation which involves overseas investments. This scenario also involves a government subsidiary of the Perak State Agricultural Development Corporation (PPPNP) which has invested in oil palm plantations not only in Malaysia but abroad, especially in Indonesia since the mid-1990s. The exploration of PPPNP investment in Palembang region, South Sumatra, Indonesia has recorded a number of success. However, PPPNP investment in Indonesia cannot escape the challenges and problems, particularly in relation to cultural differences. Therefore, this study focuses on the factors affecting and the problems faced by PPPNP in Indonesia investment. Some research questions have been raised as to what factors affecting PPPNP oil palm plantation investment in Indonesia, what are the problems and obstacles faced by PPPNP, how cross-cultural issues affect PPPNP investment and how the PPPNP resolve this problem. The questions were raised to answer the objectives of the study such as identifying factors affecting oil palm plantation investment in Indonesia, studying the problems faced by PPPNP in Indonesia, identifying the key factors affecting the cross cultures and identifying the effort undertaken by PPPNP in handling the problem. This study used qualitative method as a primary or secondary data collection method. Among the methods used are interviews, visits and observations. The findings show that factors affecting PPPNP investing in Indonesia such as land suitability, low labor and production costs, climate and cultural suitability and geopolitics that is similar to Malaysia. The above factors have increased investment of PPPNP and increased the production of oil palm crops. However, there are still challenges and obstacles that must be taken by PPPNP investing in differences, there are still challenges and obstacles that must be taken by PPPNP investing in Indonesia especially in cross-cultural aspect. Due to these administrative and cultural differences, there have been numerous problems such as government conditions and issues, cultural issues, language issues and issues of corruption.
