Summary:This dissertation aims to study the organisational culture issues resulting from the use of Information Systems (IS) in Malaysian Public Sector Organisations (MPS) scope toward the achievement of Malaysian Vision 2020. I understand that there are lack of efforts in addressing IS issues from the systems view. Most of the writers are comfortable with the business viewpoint in addressing IS which is a very limited view. Thus, I tried to address IS issues more from non-technical dimensions. This study offers discussion on Malaysian IS, literature review of IS, organisational culture, organisational change, and also explain the positive and negative impact of IS to an organisation. After discussing MPS organisational culture issues, this study made some recommendations with the help of ‘soft’ and ‘critical’ system thinking ideas which are a new approach to Malaysia condition. These recommendations include putting more human elements to IS, encourage pluralism, holistic approach, improve communications and also made a focused training with everybody involved in MPS as a mean to adapt to new changes brought by IS.
