Summary: | neffective and inefficient building maintenance management can cause many problems and negative impacts such as building defects, damage to building equipment, unplanned maintenance, disruption of operations, high cost of repair, high energy consumption and ultimately causing consumers to be dissatisfied with the facilities provided. This is especially true for buildings that provide learning and teaching services such as public training institutes. Many issues and weaknesses have been exposed by the mass media as well as from previous studies. Therefore, this study was conducted with the objective of identifying the critical ineffective factors of maintenance management in public training institutes (ILAs) and proposing implementation strategies to overcome these ineffective factors. To achieve these objectives, the research methodology used is Interpretive Structural Modeling or briefly called ISM. This methodology uses expert opinion techniques to determine which factors are most influential compared to other factors. The analysis used under this ISM is Matrice d’Impacts Croisés Multiplication Appliquée áun Classement or MICMAC analysis and level partitioning. The MICMAC analysis will produce the critical ineffective factors in the maintenance management of ILA. The level partitioning analysis will provide a structural model of the critical ineffective factors in the maintenance management of ILA management, which shows how to systematically handle the ineffective factors of maintenance management of ILA. The critical factors are weaknesses in maintenance management policies, weaknesses in defining zoning standards, weaknesses in maintenance strategies, weaknesses in building conditions and weaknesses in financial management systems. Strategies to deal with the ineffective factors of maintenance management at ILA are divided into four phases i.e. first phase is to address the weaknesses of the maintenance management policy, the second phase is to address the weaknesses of the maintenance strategy, the weaknesses in the assessment of building conditions and the weaknesses of the financial management system, third phase is to address the weaknesses in defining zoning standards, weaknesses in the assessment of annual maintenance requests and weaknesses in procurement strategies and final phase is to address the weakness of the annual maintenance program and the weaknesses in monitoring and reviewing work. |
