Summary:This study aims to assess the implementation of the issuance of the PPRT Title and the breach of contract after the issuance of the title among the hardcore poor participants by selling the land that had been awarded to them. Housing Project (PPRT) is a program that is contained in the Seventh Malaysia Plan (1996-2000) to build the dilapidated home of the Malaysian population in rural areas. This program provides financial assistance and management for the development of settlement areas to the targeted groups either is-situ or new placements. This project aims to increase the income of the targeted group, provides the supply needs of social facilities such as community halls, surau and others for their use. In addition, this project will also help to provide the infrastructure and basic utilities such as electricity and water supply connection. The location chosen is in the village of PPRT Dato Sagor. This area was chosen because this is the only placement group for PPRT that has the released titles. It started with a report on additional demands lots for the Dato Sagor hardcore poor participants. Subsequently, revisions have been made in Sungai Siput District and Land Office to find out the status of the alienation land in this area. In this study, primary data obtained from interviews face to face with the Sungai Siput Land Administration staff while secondary data collected from government reports. The data were analyzed qualitatively presented in the description and explanation. Some suggestions were made as to tighten the conditions of approval for land lots unreleased titles registrar and register a caveat in the title so that the transaction can’t be done without the permission of the land administrator. Hopefully this research will help stakeholders in managing the hardcore poor in Kampung Dato Sagor become more developed and ensure the welfare of the target group being look after.
