Summary: | Public construction projects often experience delays, especially in rural areas, posing significant challenges to sustainable development initiatives, particularly within the context of rural development. This study aimed to bridge existing research gaps by investigating the causes and impacts of delays, focussing on the unique challenges faced by public construction delays in rural Malaysia from the insights of Rural Transformation Projects (RTP) in Sarawak from 2015 until 2023. A qualitative exploratory approach, combining semi-structured interviews and a comprehensive literature review, was utilized to gather and analyse the data. Twelve respondents, comprising company owners directly involved in RTP programme implementation and execution, provided valuable insights into the causes and impacts of these delays, along with suggestions regarding the importance of implementing effective project and risk management to mitigate project delays. Through data coding and theme development analysis, the study identified twenty-six causes contributing to delays in public construction
projects in rural areas, as well as their thirteen impacts. The study findings were compared with existing literature to highlight local variations in identifying the causes and impacts of public construction delays. This research enhances the understanding of the complexities surrounding public construction delays in rural Malaysia, offering practical insights for policymakers, implementation agencies, and stakeholders to improve project and risk management strategies and mitigate the risk of futuredelays.
