University provides the environment to nurture all the potential graduates. It takes time to nurture a graduate. It also requires continuous and great attention to the strains, the stresses and the tensions. Stresses and tensions might develop during the progress and the reaction of the students could be unpredictable. When the university is newly set up, the most important asset is the student. The number of students is built up along the way. Those potential students are sent to overseas to pursue their further studies. With the ambitious mindset, these students are well-trained in overseas and get prepared to be a lecturer or research when returning to the own country. The university strives to sustain the quality of its research and courses. Only when the number of researchers is built up, then the local research could be carried out on a national basis, and the multiplication would happen. However, the university needs fund to develop its research facilities and to attract foreign scholars to do research locally. It would be a loss to the university if the private sector companies decided to employ the researchers or professors in their company. To overcome this issue, Ungku has suggested that there could be an interchange of staff program where they could come to study in the university for a short period of time and the university staff could work in the private sector as an exchange.
