Road Transport Licensing Board plays a v i t a l role in issuing the licenses for commercial vehicles and Road Transport Department is responsible in enforcing and controlling the commercial vehicles operation or road haulage in order to ensure the courteous level of road safety. Although different sorts of regulation enforced and many methods of controlling implemented by Road Transport Department towards increasing the level of road safety but the problems are s t i l l there. Offences s t i l l been done by the commercial vehicle drivers and complaints s t i l l been received by the public regarding the commercial vehicle drivers and also private vehicle drivers attitude such as driving while under the influence of drugs or alcohols, cutting in and out without consideration to the other t r a f f i c etc. This study then would give an inclusive view of the main causes of accident and licensing system in Malaysia which is believed one of the causes of accident.
