The problem statement were finding where most of the people cannot interpret the accent due to different pronunciation to standard Malay language even the words in the same meaning. The main objectives to this research are to identify the requirements, to design and to develop the N9D. The significant research is shown this research are provide the glossary, search word, suggested word and even audio to facilitate them in the application. A mobile application development life cycle (MADLC) model has been proposed to get a formal lifecycle for mobile application development. To achieve the user requirement, survey has been conducted via questionnaire tools where distributed to 86 respondents. Therefore, the requirement is analysed and it shows 52% of respondents want to learn Negeri Sembilan dialect and 72% of respondents are an Android user. Hence, the results shows the N9D Translator should be developed. For designing and development of application, the use case diagram and entity relational diagram were used to be implemented in the database. In this case, the database involved is MYSQL using free hosting platform called “000webhost.com”. Eventually the project is ready to be converted in Android application using android development tools called “Eclipse”.
