However, due to the absence of zakat institutions to collect zakat efficiently and distribute in an effective way, the social welfare and well-being of zakat recipients are not visible among society. This study adopted an exploratory method in developing a conceptual framework by using the literature and content analysis technique. The result of this study stressed that the effective components model for establishing a zakat institution in Somalia consists of seven elements such as Administrative affairs, Disclosure practices, Good governance, Budgeting, Technology usage, the law, and Islamic ruling (Fatwa).
