Summary: | First and foremost, all praises are due to Allah (s.w.t.), for with His bountiful grace and mercy, we were able to hold the timely "International Conference on Peace and Conflict Resolution (ICPCR) 2022" with the theme: "International Peace & Security: The Achievement of the United Nations and the Way Forward" with the intention to promote, inter alia, world peace and effective conflict resolutions. The main purpose of this Conference was to highlight the challenges of international peace and security that may directly or indirectly affect the national security of any country and explore viable options and methods to prevent the conflicts from developing into destructive wars. The Conference suggested effective ways to resolve disputes amicably, which undoubtedly are vital for global peace and security.
The Conference was held just two days before the anniversary of the United Nations (UN). The UN was officially established on 24 October 1945, following the end of the World War II and the entry into force of its founding treaty, the Charter. Since then, the event is celebrated annually around the world to mark the anniversary of the founding of the UN.
The question often raised by many is what has the UN done to effectively maintain international peace and security, its shortcomings, if any, and the way forward for its future. These are some of the vital matters that were deliberated by the presenters at the Conference.
The foremost reason for the establishment of the U was to save future generations from the scourge of war. Unfortunately, however, war is still persisting, although not on a wider scale like the first and second world wars, and this is mainly because countries in conflict often choose the use of force instead of the amicable or peaceful settlement promoted by the UN Charter. The Russian-Ukraine war has raised the fear of World War III, a war if it breaks out, God forbid, would destroy at a rapid scale the human civilisation. This war would witness the use of highly destructive nuclear weapons by the major superpowers in armed conflict, something that the world had seen, although on a lower scale, in 1945 with the American atomic bombings of Hiroshima and Nagasaki. What can be done to prevent such highly destructive international wars is a question that arises in the mind of every peace-loving and concerned person, including academics. International peace and security are threatened not only by inter-State Inter but also often by intra State armed conflicts, which cause insecurity. violate human rights, and create refugees and internally displaced people. However, civil wars are not prohibited, and there is no specie mechanism in the international legal system that requires parties to resolve their internal disputes through peaceful means.
Further, the Conference also highlighted the problem of "terrorism" which is another major challenge to world peace and security. This is especially so when the so-called war against terrorism has failed miserably, as we have seen in the situation in certain parts of the world, including in my homeland, Afghanistan. Today, about 10 million Afghans live under the fear of terrorist attacks, and the international community, including the UN, has failed to effectively address this situation. The abovementioned issues were raised, discussed, and analysed at the Conference and offered possible solutions.
This book, entitled: "International Peace and Security: Challenges and the Way Forward" features selected research articles presented at the Conference. This book would be crucial in creating awareness of the importance of peace and security across the globe. Besides, it offers an opportunity for participants to enhance their understanding of the varying applications of effective peaceful dispute resolution and their methodologies within the diverse communities across the world. It is reiterated that by compromising peace and security, the world would be in turmoil, causing enormous human sufferings not only in the conflict zones but also beyond. Hence, it is hoped that this book would propose viable solutions that could guide the policymakers at international, regional, and national levels regarding the prevention of war, suppression of international crimes, maintenance of international peace and security, and upholding international justice and human rights.
We would like to express our sincere thanks to the organisers, committee members, distinguished keynote speakers, paper presenters, and participants of the Conference. Our gratitude is further extended to the publisher, CL.J Malaysia Sdn Bhd, for providing us with the opportunity to publish this research book.
