As of June 2019, the total number of disabled people in the public service was only 3,686, equivalent to 0.29% of the 1.6 million civil servants in the country. Despite the 2010 Service Circular No. 16 requiring all ministries to ensure at least one percent of their employees comprise disabled workers, only two ministries have recorded an average number of disabled employees exceeding one percent: the Ministry of Women, Family, and Community Development (MWFCD) and the Ministry of Defense. PWDs often face prejudice and discrimination at the workplace, leading to difficulties in their careers. They are often not trusted by employers who do not believe in their abilities to work, and many fear working due to the job scope. This study aimed to explore the factors causing early job turnover among secondary school graduates with disabilities, specifically those with hearing impairments and learning disabilities. The findings revealed six factors causing early job turnover among PWDs: lack of financial satisfaction, bias and discrimination at the workplace, customer attitudes, slander and accusations, unequal promotion opportunities, and toxic working environments. The findings may enhance knowledge about PWD workers in general, helping the government, NGOs, and private sectors provide the best management practices, initiatives, and solutions to the current issues and challenges facing PWD workers. Company management should investigate the reasons why PWD workers quit their jobs, identify the heart of the problem, and create programmes that attract and retain PWD workers.
