This paper aims to comparatively analyse the two provinces of Pakistan by considering the poor quality of public education as evidenced by the shared outcome variable of low student achievement levels. The provinces of Punjab and Balochistan have been judiciously selected as case study examples by adopting Mill's (1843) Method of Agreement. Through the method of thematic analysis, recruitment and accountability are identified as two major factors of effective teacher policies, the poor design of which may be considered useful in understanding the poor student achievement levels of public schools found in the two provinces.
